Plot summary: Lawrence Dell is a renegade US Air Force general who infiltrates and takes over an ICBM complex he once helped design. He then contacts the president of the United States David Stevens [Charles Durning] and demands a public admission that the US government fought the Vietnam war knowing it could not win, simply as a propaganda measure aimed at manipulating the Soviet Union.
