Plot summary: Larry Quinlan is a former DEA agent in London hired by a former leader in the Amsterdam Drug Cartel named Chung Wei [Keye Luke] to give DEA agents tips leading to drug busts, using information from the cartel provided by the former leader. The first two tips result in the murder of six DEA agents, leading to an agency reassessment of Quinlan's reliability as a source.
