Plot summary: John Eastland [Rogert Ginty] has made up his mind to avenge the brutal New York assault of his best friend Michael Jefferson [Steve James]. Using the name "The Exterminator," Eastland sets out to clean up the city. Detective Dalton must prevent him from tearing up the whole town.
